Government Policy: The Hellawell Report

The government policy on drugs is expressed in the White paper on drugs
prepared by the anti-drugs co-ordinator Keith Hellawell, known as the
'Drugs Csar'. The paper was published in April 1998, with the title
"Tackling Drugs for a Better Britain"; a title adapted
presumably from the Labour Party election slogan "Build a Better
Britain".

Former chief constable Hellawell explains that this policy is a
continuation of the previous (1995) White Paper entitled "Tackling
Drugs Together", a document mostly concerned with reinforcing law
enforcement policies against drug trafficking.

Looked at in one way, the title emphasises that the community as a whole
must tackle the drug problem collectively. Looked at in another way,
the title would seem to imply that drugs problem should all be lumped
together, and dealt with in a single fashion- as a criminal
issue.

Certainly, we find every possible justification, when we turn to the
text itself, for interpreting the ambiguous title in the second of the
two senses. There is no discussion in the report of the cannabis
legalisation issue, just as there is no recognition that cannabis is a
separate issue from opiates and should be treated as such. Indeed,
cannabis could be used as a solution to the problem of opiate
addiction.

The expression "drug misuse" appears frequently in the
Hellawell report. We do not accept that this expression has application
to the use of cannabis by otherwise law-abiding adults.
