Party Election Broadcasts are not the same as Party Political Broadcasts. The latter are broadcasts by parties that take place outside election campaigns, and commercial broadcasters have a duty to put out broadcasts as agreed by Ofcom. The BBC follows this practice, but does not have the legal obligation to do so.
The allocation of election broadcast time is made by agreement among the broadcasters
Broadly, a party is entitled to an election broadcast in an area if it contests one sixth or more of the seats in that area. If parties contest significantly more than this, and are not represented in Parliament at the time of dissolution, then they are allocated a further number of broadcasts, based on an assesment of their electoral support
