Key Policies in Summary

  • The Banks - Effectively ‘nationalise’ all the state owned banks by creating a new “UK Bank” group to encompass all the banking brands purchased with tax payers money, to set the national standard for traditional banking and credit using well-established prudent methods of financial services.

    The state owned bank brands will appear as they are today to the public, but controlled by the “UK Bank” group parent company, with consolidated executive management focused within the parent company and thus no need for top heavy banking executives within the retained brands.

    There will be duplication of services, so we will move bank branches to areas without a bank or into main post offices. Moving banks to post offices will also allow ‘National Savings’ to be moved within the control of “UK Bank” group. We will return banks to the real world with an efficient, low profit business model on traditional banking.

    We will separate the risky assets and investment banking into a new “Investment UK” bank, to perform and handle current client and state owned investments, sub-dividing where prudent into several small specialist investment banking arms, dependent on type and risk.

    Finally, create “Hedge UK” bank by separating out current client and state owned hedge funds, which will be tasked to smooth out commodity and currency fluctuations for account holders investing £5,000 or more, who have an interest in price stability of such items rather than investment. All major UK utilities, airlines, essential services and the military will be encouraged to use the new hedge fund accounts. Traditional hedge funds will also be operated by “Hedge UK” for investment and profit.

    We believe that New Labour’s policy of letting the current banks “carry on as usual” will not pay back tax payers and leave the bonus culture in place, equally the Conservative policy of “split up and privatise” will be even more disastrous by selling our own banks back to us and establish a huge paper loss with their discounted shares which will still have to be funded by tax payers.

    Essential public services should be a balance of social-capitalism and not the current ethos of private enterprise competition (pure capitalism) which promotes excesses, waste and puts profit before customers and patients.

    We will reduce the public sector by scaling back and removing non-essential services and Quangos, yet preserve essential front-line public services at current levels. We will cut the fat, not the services.

    Ensure councils publish detailed spending online using specific indicators to show the tax payer where their money goes. These will be detailed requirements and will promote wise not wasteful or extravagant spending. Certain council expenditure will be further restricted and outlawed by central government.

  • Targeted Tax – Our objectives on tax are to promote Green and manufacturing investments, boost exports considerably, create jobs and thus remove the UK debt mountain and pension black hole.

    We favour zero taxation on our lowest paid jobs and lower taxes on all incomes, but higher targeted taxes on luxuries, excessive income and consumption.

    We have to fund the large holes in our public debt and pension accounts in the first and second parliaments and this will be achieved by top down public sector savings, strong manufacturing and economic growth and targeted taxation.

    On taxation, we will therefore…

    • Deficit Reduction… Increase VAT on certain luxury items and luxury cars above £35,000 to 25%
    • Help for Families… Increase the range of VAT free essential items to include more family purchases, including VAT free appliances offering the best energy efficiency and net carbon footprint
    • Discourage Alcohol Abuse… Substantial increases in tax on cheap booze and alcopops
    • Deficit Reduction… Increase VAT on all other items to 20%
    • Promote Low Net Carbon Products… Introduce a “Net Carbon Footprint” (NCF) certification and labelling on all products sold in the UK, based on environmental cost of activity, including production, distribution and sale
    • Promote Low Net Carbon Products… Introduce a new “Carbon Subtracted Tax” (CST) on all products sold in the UK from 0% up to 25% based on the NCF rating. This will be taken from the retail price of the product
    • Recognise the Best Environmental Products… Introduce zero VAT and CST on products with the top NCF and Energy Efficiency Ratings within their class of product
    • Promote Low Net Carbon Products… Within the first year of parliament all new products sold in the UK will require NCF and CST certification, labelling and taxation. We will redefine Green businesses, investments and products, providing a tax free environment for UK based investment, manufacturing and installation. Green projects and products will be certified that exhibit zero or low net carbon footprint, high operating efficiency, provide renewable heat or power, zero or clean emissions, energy saving, the highest energy efficiency, energy recovery or recycling
    • Favour Renewable Generation Businesses & Jobs… Zero taxation, VAT and CST on all certified renewable generation projects, products and installations
    • Favour Environmental Businesses & Jobs… Zero employer NI contributions and corporation tax for certified Green businesses
    • Favour Environmental Investment & Jobs… Zero taxation environment on business, bonuses and investment in UK Green projects
    • Reduce Carbon… Decreased taxation where net carbon footprint is reduced, increased taxation where activity increases net carbon footprint
    • Promote Price Competition… Introduce Value Subtracted Tax (VST) on certain new luxury goods sold in the UK from 0% to 50% of the higher price difference to the cheapest (plus 10%) equivalent item available within the EU. Consumers will not notice the new tax levied (apart from seeing some lower prices) within the retail price and retailers will therefore be encouraged to equalise UK prices to the lowest EU prices (plus 10%) accounting for exchange rates and other local factors examined by HM Revenue & Customs (HMRC)
    • Favour Manufacturing & Jobs… New zero rateable value on business Council Tax where at least 25% of business cost on the premises is added value manufacturing or assembly
    • Protect Businesses with Flexible Rent and Rates… Introduce variable rent and rates on business premises where 50% is determined by trading profitability and turnover

    Our targeted taxation will help families grow and prosper, making Britain a truly fair place to live, create scores of environmental and future-tech jobs in manufacturing and export industries, whilst beating down the deficit.

    Compulsory speed limiters on all vehicles to render speed cameras largely obsolete, thus saving lives, reducing fuel bills, reducing considerably fines and legal costs, encourage the introduction of driverless technology and zero emission vehicles, all of which increases the capacity and safety of our roads without major road building and a clean environment.

    Large increases in UK manufacturing capacity and exports, providing jobs and secondary manufacturing in Green and other industries. All councils will be required to publish online a list of properties suitable for development, sale or rental in manufacturing, warehouse, workshop and retail, with detailed running costs to attract business and investment from the UK and overseas.

    Promote the use of “Hedge UK” (see The Banks above) to better fund and protect employment and businesses during downturns and market fluctuations in commodity and currency prices for those individuals and businesses investing from £5,000 to open a “Hedge UK” account.

    With our taxation schemes favouring Green products and businesses, established global manufacturers will prefer to relocate and expand into the UK, where they will find an innovative, competitive and flexible workforce able to contribute positively towards carbon reduction and a clean environment. Our new Public Works Initiative for councils, pro-actively assisted by Job Centres, we will find jobs for all those who can work.

    Promote local jobs by restricting employer and employment agency activity that favours block employment or service companies rather than individual employment and restrict immigration where employers have EU workers already available locally for work.

  • A Truly Fair UK – Ensure Britain becomes a truly fair society with simple but step changes in consumer rights and civil law, with the introduction of modified civil procedure rules and law changes so that the two sides in a civil action are equal and debts cannot grow.

    For the first time in the UK, all civil actions will take place on the overriding principles of limited liability and equality of parties. With the first principle of ‘limited liability’ for example, a claim made for consumer debt, would not be permitted to grow beyond the original amount with either legal costs or interest, this principle will also mean a simple unsecured debt cannot be converted to a secure debt, result in a charging order or attachment of earnings by any process.

    Applications for exceptions from limited liability will be allowed, where the status of the parties is equivalent (readily matched in financial and legal terms), satisfying the second principle of ‘equality of parties’.

    With the second principle ‘equality of parties’ for example, a much weaker consumer facing a debt claim from a bank, will not have to face the prospect of legal costs or interest beyond their own defence costs if any, ending the current court process that often converts a small debt into a large one through legal costs or interest, in a typical rush for judgement through court action.

    Either party will not be able to claim legal costs or interest above the amount claimed by the other, usually zero for most consumers, so legal costs and interest will not be recoverable.

    In the wider economy, we will end the notion of ‘Rip-off Britain’, where the consumer lives in a retailer perceived ‘Treasure Island’, where some prices for similar goods are much higher than the rest of the EU, by providing official consumer comparison prices across most products, and thus introducing a new Value Subtracted Tax (VST) (see Targeted Tax above) to encourage retailers to maintain equivalent prices across all EU markets for similar goods.

    Coupled with the two new court principles of 'limited liability' and 'equality of parties', the UK will be a far easier place for consumers buy with confidence and make claims for faulty or shoddy goods, where retailers fail to take reasonable steps to satisfy consumer complaints and have not provided ‘adequate restitution’ in valid claims.

  • Great Families – Making the UK the best place to bring up a family in the EU, we will fully implement policies to promote traditional human and family values, by major changes to education, big investment and community policing.

    Major changes to the national curriculum with the introduction of ‘Family’ studies, as well as ‘Money’ and ‘Business’ classes. For our youngest children these will be play and game based, and for our older children and students, advanced subjects to prepare them for family, money and business life, with the expertise to plan a family or run a business as soon as they leave school.

    Getting our kids off the streets and resolving childcare for working parents, we will invest £5bn a year in community centres and projects, with many more beat officers to regain control and safety on our streets.

    We will embrace fully and extend the remit of the Human Rights Act to ensure families and individuals realise the rights they are supposed to have, but rarely see. The Conservative party intend to abolish the Human Rights Act and replace it with a watered down 'Bill of Rights', which will undermine the fundamental rights of individuals and families in Britain, whilst the rest of Europe enjoys strong human rights.

    Making £50bn a year in loans available to utilities for free domestic generators and installations, paid back over 13 to 25 years by energy savings and fully funded grants for medium scale renewable generators operated by utilities.

    Our policies will ensure that within 10 years, all households will generate free heat and electricity for all their basic needs, making many homes free of energy bills and higher consumption having much lower energy bills.
