Page 15: Universities

Two and three-member constituencies used the Single Transferable Vote system. A quota is set which is ((number of votes/(number of seats + 1)) + 1). If a candidate achieves the quota they are elected and their surplus is redistributed according to voters' second etc. preferences. If no candidate achieves the quota, then the lowest is eliminated and their votes redistributed similarly. The process continues until as many candidates are elected as there are seats to fill.
